Biografia

Lieutenant Colonel Massimiliano Signoretti – Italian Air Force – is the Head of the Legal Service at the Joint Cyberspace Operations Command (COR) in Rome, Italy. In his role, he provides legal advise on cyber affairs to the Cyber Commander and to the three main Departmet Heads: Cyber Operations, Cyber Security and Cyber Defence, C4. He covers both national, international and EU law aspects of cyberspace operations and leads the national legal team in all the major NATO, EU and national exercises, like Locked Shields, Cyber Coalition, Crossed Swords, etc. . Prior to joining the Cyber Command, from 2018 to 2021 he served as a Researcher at the NATO Cooperative Cyber Defence Centre of Excellence in Tallinn, where he’s been the Director of the International Law of Cyber Operations  Course, the NATO CCDCOE flagship course. Previously, he worked as Legal Adviser at the Italian Defence General Staff – Office of International Legal Affairs, as Section Head for European Union, OSCE and bilateral agreements. His career also include four years’ service at the NATO Partnerships Division, in the Allied Command Operations, SHAPE (Belgium), responsible for various aspects of the Partnership for Peace, Mediterranean Dialogue and Istanbul Cooperation Initiative cooperation programs, and for the NATO Special Relations with Georgia, Russia and Ukraine.

Graduated in law in Rome and admitted to the Law Bar, he also studied at the University of Stockholm, Faculty of law. His academic curriculum includes a Master´s Degree in Strategic international military studies and a II level Master’s Degree in International humanitarian law. He is lecturer at the NATO CCDCOE, at the national Joint Intelligence and Electronic Warfare Training Centre and at the Italian General Staff College in Rome. He holds a PHD in Labour Law.
